You Don't Need to Be a Teacher
The Private Teacher Work Permit is issued jointly by the Ministry of Education and the Ministry of Human Resources and Emiratisation (MoHRE). It was designed to open private tutoring up to a wide range of people — not just career educators. The eligibility list is deliberately broad.
Registered School Teachers
Public or private school teachers can tutor outside their own school.
Employees
Government and private sector staff, with an employer NOC.
University Students

School Students (15–18)
Eligible with parental consent and proof of enrolment.
Between Jobs
Residents with educational qualifications qualify.
Expats are eligible. The main requirement is a valid UAE residence visa and Emirates ID.
What You'll Need
Everyone:
- Valid Emirates ID and UAE residence visa
- Latest academic certificate or degree
- Certificate of good conduct
- Medical fitness certificate
- Passport-size photo, white background
- Signed MoHRE code of conduct
Depending on your situation:
- NOC from your employer (if employed)
- Parental/guardian NOC and proof of school enrolment (if aged 15–18)
- Proof of student status (if at university)
- Experience certificate (if you have one)
Five Steps to Your Licence
Identify Your Category
Teacher, employee, student, or currently between jobs. This determines which documents you need.
Collect Your Documents
Start with the certificate of good conduct and the medical fitness test. These take the longest; everything else you likely already have.
Apply Through MoHRE
Use the MoHRE app or website. Go to Services → Private Teacher Work Permit. Enter your Emirates ID and verify with the OTP you receive.
Sign the Code of Conduct
A short declaration covering student privacy, professional conduct, and respect for UAE values.
Get Approved and Start
Approval typically lands within 1–5 working days. Your permit is valid for two years and renewable.
